David has more than eleven years in the consulting/staffing industry. Having founded TexSource LLC, a successful Information Technology and Proposal staffing company in 2001, he purchased Winning Proposals in 2006. David is committed to growing WinPros by providing increasing value opportunities for clients throughout the business development and proposal cycles. Previously, David spent 20 years in mid- to senior-level positions of sales and general management within the paper industry.

Passionate about tennis and playing the drums and piano.

Jim has worked in the Washington D.C. area for more than 20 years and has been involved in the proposal support business since 2002. As Vice President at Winning Proposals, he is responsible for our business development, strategic alliances, sales, and marketing. He is well-versed in identifying, developing, and delivering cost-effective solutions that meet the constantly changing business needs of our clients.

LOU ROBINSON •
CHIEF OPERATIONS OFFICER


Lou is the Chief Operating Officer at Winning Proposals, a company he and his partner founded in 1989. Lou’s primary role is the recruitment and qualifying of proposal support consultants. He also selects consultants for specific engagements. Lou has more than 30 years experience in proposals. He is past President of the NCA chapter of the APMP and has served on the board for 10 years. He holds a BSEE from Virginia Tech in electrical engineering.

Judy Starr

DIRECTOR SALES & MARKETING

Judy is the Director of Sales and Marketing. Judy has over 30 years of successful selling and marketing to the government and working with government contractors to win new and additional government business. She has worked for and with all size companies and understands the various cost issues. Judy’s job includes working with existing clients by finding the right consultants to assist them with their proposals and marketing to find new prospects. Additionally she is a member of APMP and AFCEA.

Passionate about animals, the outdoors and the arts.

Lisa Hargrave

LISA HARGRAVE • OFFICE MANAGER

Lisa has more than 14 years experience in business and administration. She is responsible for all the financial and administrative aspects of Winning Proposals. She studied Communications/Public Relations at Virginia Tech.

Passionate about painting and singing.
